Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are issued from various governments. Immense energy is expended on managing particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from across the border, a ability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a incoming threat. This was a modern interception technology at work, presumably supplied through allied countries. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, sparing the city from ruin and another blackout.
Ongoing Risks
Soon after, a heavy machine gun engaged a unmanned aircraft close by, part of a defensive team – probably Western-made equipment. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the early updates: several casualties, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on Western support – a reliance that regional partners are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The detailed framework from US administration generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new proposal from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, certainly, persist.
Political Considerations
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. US administration operates on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is impossible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, American administration does little to deter Moscow, through words or deeds, from thinking that the situation will not change more in its advantage in the near future.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a complete military breakdown until situations evolve in its advantage.
Existing Situation
Realistically, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their focus does not move to internal issues. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
